Accelerating Hanas Putian LNG Import Terminal Project

On the 24th of November, a high level Ningxia Government and Ningxia DRC delegation led by Ningxia vice governor Li Rui, deputy director of Ningxia DRC Ma Jian met in Fuzhou with Senior Fujian Government officials and Fujian DRC officials  to progress the Hanas Putian LNG Import terminal project. This project represents the first of many collaboration projects undertaken between the Ningxia and Fujian governments under the Min-Ning agreement. Fujian and Ningxia are provinces have agreed to work collaboratively together as outlined in the Min-Ning agreement. Hanas, following a  request of the government of Ningxia, see the Putian LNG terminal as an important contribution as the first project to be jointly sponsored under the Min-Ning cooperation agreement.  It is clear that the Putian LNG terminal  will provide significant benefit in downstream industries beyond just construction of the terminal.


The project involves construction of a world class LNG import terminal at the Merzhiou Bay area near Putian, Fujian. The terminal will see the importation of competitively priced LNG that will be used in a range of downstream industries including transportation, industrial, city gas, ship bunkering  and power generation. In addition, there are plans to develop a downstream industries based on utilising the cold energy associated with LNG. This will include food processing and cold storage, air separation and air conditioning.  In Putian Hanas will build a 6 mpta LNG receiving terminal, starting as a 2.8 mtpa terminal. Based on this terminal, Hanas will cooperate with the local government on expanding the gas pipeline distribution network for Fujian and surrounding provinces expansion. Increased pipeline and network capacity will also stimulate growth in the gas market. Fujian is also strategically placed as a Hub for LNG to provide energy to the neighbouring provinces of  Zhejiang, Jiangsu, Guangdong and Jiangxi. As a result,  the Hanas LNG terminal project will make Fujian province an important  hub of LNG and further cement Fujian as a national strategic  centre for LNG and energy.

The Ningxia party committee and the Ningxia government, after significant deliberation, decided that Hanas was the best placed company to implement the Putian project. Since 2013, Hanas has completed significant research into Fujian and its surrounding areas and reported to the Ningxia government. Ningxia government in considering the circumstances and all conditions, officially proposed to the Fujian provincial government in 2014 the Putian project as one of Min-Ning cooperation projects.

The most recent joint governmental discussions in Fuzhou between Fujian and Ningxia officials reinforced the commitment of both parties to progress the Hanas Putian terminal and further strengthen ties between both provinces. Hanas is proud to be the inaugural Min-Ning project and will be working closely with both Governments to progress the development.
