Vice President Wang Shaobo presided over the management meeting of New Energy Group

In order to further unify thoughts, strengthen management and improve efficiency and execution, on the morning of June 8, Wang Shaobo, vice president of Hanas Group, presided over the management meeting of Hanas New Energy Group. 52 people including the leaders of various departments of the New Energy Group and the leaders of the wind farm stations attended the meeting.

 

Wang Shaobo said that, in 2009, the group’s leadership deeply analyzed the situation, began to plan new energy projects and made decision to vigorously develop new energy sources. Decision-making is action. In 2010, the construction of the first wind farm began. By 2018, our wind power installed capacity will reach 1.4 million kilowatts. Looking back on the history of the past ten years, we have done what we should and gave up what we shouldn’t, steadily walking to this day and creating many No. 1s: the largest installed capacity of wind power enterprise in Ningxia, the highest installed capacity of Vestas (China) and the first self-built 330 kV substation in Ningxia as well as the new model of joint operation and maintenance initiated in the world…… We are proud of these achievements, and, we are more aware that these achievements are hard-won and paid a lot of hard work; we established a set of management mechanisms for project planning, preliminary preparation, construction and operation. At present and for some time to come, the new energy development environment and the national new energy industry policy have taken place and are undergoing tremendous changes. We are facing both the opportunity of development & growth and the severe challenges of “electricity reform”. In order to maintain and continue to achieve excellent results, we must seize the opportunities, meet challenges, and on the basis of inheriting the fine traditions of Hanas, establish and improve a management mechanism that meets the needs of development without any delay.

Wang Shaobo pointed out that the management of the New Energy Group is generally good and has played an active role in the construction and operation of the project. However, there are also many problems: incompatible, inconsistent authority and responsibility; complicated management levels; unsmooth, untimely and incomplete information; incomplete management system; failure to form a normalization of implementation of the system; incomplete work implementation supervision system and so on. In the rapidly changing market and multi-level policy environment, these problems, which are almost “rigid”, “numb” and “accustomed”, will bring us many adverse effects, increase the difficulty of work, and may even lose development opportunities. We should attach great importance to the system construction, take the problem as the guide, conduct in-depth investigation and research, align with the advanced management experience at home and abroad, and solve the institutional problems that hinder development.

Wang Shaobo made it clear that Hanas’ long-term vision is to help China’s energy transformation and put it to specific operational goals, that is, to build a two-million-kilowatt new energy base with high quality, and to upgrade the operation level of new energy projects to an international level. To achieve such a goal, we need strong centripetal force, cohesiveness, execution, and combat effectiveness to support. We must use a management system to string together a series of tasks and integrate forces to form”six unifications” – that is, “unification of ideas & concepts, unification of goal orientation, unification of leadership, unification of management system, unification of external voice, unification of team building”. It is necessary to establish a flat management mechanism for the four major responsibility sectors of comprehensive management, preliminary, project construction and project operation, implement a “big administration” management model, release staff of middle-level, grass-root level, outdoor  and front-line from fussy administrative affairs and concentrate on business development and production. The salary system for both managerial and technical posts should be established in parallel to highlight the degree of contribution to enterprise development. “Nothing can be accomplished without norms or standards”, various departments and stations should carry out strict management and intensify executive force, neither “sudden inspection perfunctorily like a gust of wind blew by” nor” just hanging the system on the wall”. It should dare to implement the regulations truly and strictly and dare to be hard-handed, not only rewarding but also punishing; not only decentralization and autonomy, but also supervision and execution. It should also resolutely expel the unfavorable factors that are not suitable for team building. Meanwhile, we should also pay attention to cultural construction, enrich the cultural life of employees, carry out cultural and recreational activities at the grass-roots level, and gradually form a unique cultural atmosphere.

In the afternoon, Vice President Wang Shaobo convened a face-to-face symposium for 14 leaders of wind farms and stations, listened carefully to the relevant problems and suggestions put forward by the front-line leaders, studied and discussed solutions, and made arrangements for everything to be completed within the deadline.
